JOB SUMMARY

Chief Financial Officer is responsible for coordination of all financial and business operations within the school district. They will work closely with the Superintendent to develop and implement the district budget, and to develop strategies for leveraging resources to maximize instructional programs and student learning.

JOB TITLE: Chief Financial Officer

REPORTS TO: Superintendent

Essential Performance Responsibilities

  • Provide the leadership and direction for the administration of school business functions, including budget development and monitoring, long-range financial planning, evaluation of budget requests and fiscal resources, population and financial projection.
  • Develop and maintain systems for internal controls to safeguard financial assets of the District.
  • Supervise and evaluate District employees in cooperation with other District personnel in the areas of finance.
  • Supervise McKinney-Vento.
  • Present periodic reports and recommendations to the superintendent and the Board of Education as required and recommendations as deemed necessary.
  • Work with the superintendent and other appropriate personnel to formulate policies and procedures related to District financial operations.
  • Coordinates and implements District bond activities including finance, investment and capital expenditures.
  • Assume the responsibility for recommending, administering and executing policies relating to all levels of District business functions.
  • Arrange for internal auditing of school reports.
  • Manage the District’s real estate and insurance programs.
  • Oversee District insurance plans and health care coverage analysis.
  • Ensure that the District is in compliance with the Missouri School Improvement
  • Standards and working toward Strategic Planning Initiatives.
  • Serve on the Superintendent Administrative Cabinet and attend all Board meetings of the Jennings School District.
  • Perform other duties as assigned by the Superintendent of Schools.

Knowledge, Skills and Abilities

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, and/or schedule form.
  • Ability to concentrate, think, read and learn is necessary to perform the essential job duties.
  • Ability to use computer network system and software applications as needed.
  • Ability to organize and coordinate work.
  • Ability to engage in self-evaluation with regard to performance and professional growth.
  • Ability to establish and maintain cooperative working relationships with others.
  • Ability to effectively communicate both written and verbal, including presentations.
  • Ability to collate data and use basic, job related equipment.
  • Be self-motivated and able to work with limited direct supervision.
  • Flexibility to work with others in a variety of circumstances and a diverse group of individuals.
  • Passionate about improving urban public education and devoted to making a difference.

Education

  • Degree in Accounting, Finance or School Administration with a preference for CPA and/ or MBA
  • Prior experience managing business operations
  • Knowledge and experience with business technology systems and accounting applications required.

Terms of Employment

  • 12 month employee
  • Eligible for, personal time off days and benefits upon hire as set by JSD Board Policy
