The Boeing Regulatory Capability team is looking for a Regulatory Capability Engineer (Mid-Level or Senior) to join our team in Everett, Washington . This team partners with Civil Aviation Authorities worldwide to enhance safety by strengthening regulatory oversight of the global aviation system. Our teams are currently hiring for a broad range of experience levels including; Mid or Senior Level Regulatory Capability Engineer.

Position responsibilities

Applies an interdisciplinary, collaborative approach to plan, design, develop and verify a lifecycle balanced system of systems and system solutions

Evaluates customer and /operational needs to define and coordinate system performance requirements, integrate technical parameters and assure compatibility of all physical, functional and program interfaces

Performs various analyses to optimize total system of systems and/or system architecture

Performs analyses for affordability, safety, reliability, maintainability, testability, human systems integration, survivability, vulnerability, susceptibility, system security, regulatory, certification, product assurance and other specialties quality factors into a preferred configuration to ensure mission success

Develops the planning, organization, implementation and monitoring of requirements management processes, tools, risk, issues, opportunity management and technology readiness assessment processes

Resolves cross-functional technical issues

Participate in identification of Civil Avation Authorities worldwide that could benefit from Boeing partnership, using data such as ICAO USOAP audit scores, FAA IASA categories and the EU Safety list

Engage with Civil Aviation Authorities to proide assistance preparing for internal or external audits, developing State Safety Plans (SSPs), or generally strengthening their effective implementation of the ICAO Standards and Recommended Practices (SARPS)

Assist Civil Aviation Authorities in developing and implementing Corrective Action Plans (CAPs) to address findings following an audit

This position is hybrid. This means that the selected candidate will be required to perform some work onsite at one of the listed location options. This is at the hiring team’s discretion and could potentially change in the future. On-site work will be at a minimum 2 of 5 days per week.

This position must meet Export Control compliance requirements, therefore a “US Person” as defined by 22 C.F.R. § 120.15 is required. “US Person” includes US Citizen, lawful permanent resident, refugee, or asylee.

Basic Qualifications (Required Skills/Experience):
Bachelor, Master or Doctorate of Science degree from an accredited course of study in engineering, computer science, mathematics, physics, chemistry, or an aviation- or transportation-related field

3+ years of experience working in aviation safety

Experience with relative regulatory area (eg. maintenance operations, airline operations, pilot training, certification and design, etc)

Strong communication, collaboration and project management skills


Preferred Qualifications (Desired Skills/Experience):
Level 4: 5+ years of related work experience or an equivalent combination of education and experience

Experience with industry safety audit programs, such as the International Civil Aviation Organization (ICAO) Universal Safety Oversight Audit Programme (USOAP) and/or FAA International Aviation Safety Assessment Program (IASA)

Experience with airline operations, including Flight Operations Quality Assurance (FOQA), Flight Data Monitoring (FDM), Minimum Equipment List (MEL), Dispatch, Maintenance and Engineering, Air Navigation Service Providers (ANSPs), Continued Airworthiness, Service Bulletins and Airworthiness Directives

Experience implementing and/or working within a Safety Management System (SMS) and/or Quality Management System (QMS)

Knowledge of the ICAO Global Aviation Safety Plan (GASP)

Experience with the development and implementation of State Safety Plans (SSPs)

Experience as an airline pilot and/or working with pilot training and licensing

Experience with safety advocacy and safety promotion

Experience with ICAO, the International Air Transport Association (IATA), the Flight Safety Foundation, and/or other aviation industry safety groups and organizations

Experience working as a Government Safety Inspector (GSI)

Typical Education & Experience:
Mid Level (Level 3)
Bachelor's degree and typically 5 or more years' experience in an engineering classification or a Master's degree with typically 3 or more years' experience in an engineering classification or a PhD degree with experience in an engineering classification.

Bachelor, Master or Doctorate of Science degree from an accredited course of study, in engineering, computer science, mathematics, physics or chemistry. ABET is the preferred, although not required, accreditation standard.

Senior (Level 4)
Bachelor's degree and typically 9 or more years' experience in an engineering classification or a Master's degree with typically 7 or more years' experience in an engineering classification or a PhD degree with typically 4 or more years' experience in an engineering classification.

Bachelor, Master or Doctorate of Science degree from an accredited course of study, in engineering, computer science, mathematics, physics or chemistry. ABET is the preferred, although not required, accreditation standard.

This position offers relocation based on candidate eligibility.

Summary pay range for mid-level: $ 104,550 - $141,450
Summary pay range for Senior Level: $ 128,350 - $173,650
